    Kohler CH1000 Governor or not?

So, we have a new engine and it has the governor in tact. Ready to attach the throttle cable and need to make a decision on this.
On the test bench with prop it seems unresponsive - takes a while to clear its throat before revving up.
What is the norm? How to disable or bypass it?

Loosen the clamp nut on the linkage where it clamps to the governor shaft. The linkage will turn freely on the shaft and the governor want pull the throttle back.

BTW - that doesnt work. The governor wants to hold the throttle wide open. I wish I could find a straight answer with pictures about a direct throttle setup for this engine.
