What is the function of the small tabs on the rudders?

Trim tabs. Airplanes have them on the rudder also.

If the boat pulls to the left or right, you can bend the tabs a little and make it run straight.

Went for a ride today but camera glasses went on the fritz and didn't have a small enough point to hit the reset button.... will catch some video tomorrow of a short ride.... burned about 3 gallons in 2 hrs today... really windy.... definitely felt the drag on the cage going into the wind... still ran about 25-27 into the wind... with the wind was hitting 35... water is really deep... found a few shallow spots but didn't get into it hard when going through them... found some underwater stumps also... good thing I was on top when i bumped them
